This decision was made after the investigating agency detected signs of evasion of trade remedies that had been applied earlier, particularly focusing on HRC Steel China. The increasing imports of HRC Steel China have raised concerns in the industry.<\/p>\n<h3><strong>Detecting acts of evasion of anti-dumping duties<\/strong><\/h3>\n<p>This situation is exacerbated by the rising volume of HRC Steel China entering the market.<\/p>\n<p>According to the results of the preliminary investigation, the authorities determined that a number of hot-rolled steel products with a width of 1,880 mm to 2,300 mm, originating from China, showed signs of evading trade remedies being applied in Vietnam, especially regarding HRC Steel China. This trend highlights the need for stricter regulations on HRC Steel China.<\/p>\n<p>The Ministry of Industry and Trade said that this act was carried out through a negligible change in the characteristics of goods in order to avoid the scope of application of Decision No. 1959\/QD-BCT dated July 4, 2025 on official anti-dumping duties on some hot-rolled steel products imported from China.<\/p>\n<p>The results of the investigation show that the amount of imports suspected of evasion has increased rapidly in recent years, degrading the effectiveness of measures to protect the domestic manufacturing industry.<\/p>\n<h3><strong>Increasing competitive pressure with domestic enterprises<\/strong><\/h3>\n<p>The impact of HRC Steel China on local prices cannot be ignored, as it continues to undercut domestic production.<\/p>\n<p>According to the investigation agency&#8217;s assessment, the amount of low-priced steel imports from China, particularly HRC Steel China, has significantly affected domestic HRC producers. According to survey data, in just the first 6 months of 2025, Vietnam has imported nearly 650,000 tons of wide-gauge HRC steel from this market, an increase of about 15 times over the same period last year.<\/p>\n<p>The large amount of imports at competitive prices has put significant pressure on domestic manufacturers, especially in the context that consumption demand has not fully recovered and the global steel industry is still facing a prolonged oversupply.<\/p>\n<h3><strong>Positive signal for Vietnam&#8217;s steel industry<\/strong><\/h3>\n<p>Addressing the influx of HRC Steel China is vital for maintaining market stability.<\/p>\n<p>The application of preliminary anti-dumping duties is expected to contribute to restoring the effectiveness of current trade remedies, while creating a fairer competitive environment for domestic steel producers.<\/p>\n<p>Ultimately, the strategy against HRC Steel China will shape the future of Vietnam&#8217;s steel industry.<\/p>\n<p>In the long term, this move not only supports domestic HRC manufacturers but also contributes to promoting investment in projects to expand capacity, improve competitiveness, and reduce dependence on imported supplies, particularly HRC Steel China.
